10-digit codes — China's extended HS system

China uses a 10-digit national HS extension (HS-10) that goes beyond the international 6-digit WCO system. The additional 4 digits define the exact product classification, duty rate, and regulatory requirements applicable within China. Using EU Combined Nomenclature (CN) or US HTS codes without the China national extension will misclassify the product and miscalculate duties.

⚠️ Misclassification risk: Using EU CN or US HTS codes without the China national HS-10 extension will misclassify your product. Always use China's official tariff schedule for accurate duty calculation and regulatory compliance.

Full document checklist for a China-bound shipment

📋 Document Checklist

  1. Commercial Invoice — in English or Chinese, with HS-10 code, FOB/CIF value, incoterms
  2. Packing List — itemised, with gross/net weight, dimensions
  3. Bill of Lading / Air Waybill — negotiable document
  4. Certificate of Origin — for RCEP preferential or bilateral agreement benefits
  5. GACC Registration Number — foreign exporter备案号
  6. CCC Certificate — for electronics and machinery (where applicable)
  7. CIQ Health/Quarantine Certificate — food, agricultural, bio-products
  8. Import Contract — required for customs declaration

⏱️ Customs Clearance Timeline

  • Standard goods: 2–5 business days after document submission
  • CCC-required goods: 15–30 days for testing and certification
  • Food / agricultural: 5–15 days for CIQ inspection
  • RCEP preferential clearance: add 1–2 days for origin verification
  • GACC registration: 15–30 days (do this before first shipment)
  • Port of entry inspection: random selection for physical inspection (~5% of shipments)

⚠️ Common Errors

  • Wrong HS-10 code: Using 6-digit HS instead of 10-digit China extension causes duty miscalculation and customs holds
  • Missing GACC registration: Goods cannot be cleared without a valid GACC exporter registration number
  • CCC not obtained: Electronics and machinery without CCC will be rejected at customs
  • RCEP origin documents missing: Preferential duty rates require proper certificate of origin from an RCEP member state
  • Food label non-compliance: Chinese-language labels mandatory; products turned back at border
  • Valuation disputes: CIF value must match supporting documents; undervaluation leads to penalties
