🇩🇿 Trade Corridor Profile

Algeria Trade Corridor

Algeria is Africa's largest country by area, a major energy exporter, and a growing manufacturing importer. Key trade lanes: EU (Association Agreement, 0% on most industrial goods), USA (MFN), and Maghreb neighbours.

95%+ trade by sea (Algiers/Oran/Bejaia)
~55% trade with the EU
~30% avg MFN tariff
19.4% duty-free tariff lines

Know your lane before you ship.

🇩🇿 Algeria → 🇪🇺 EU
Preferential

Primary Corridor — EU–Algeria Association Agreement

The EU–Algeria Association Agreement has been in force since 2005. Industrial goods receive 0% duty under the preferential tariff. PEM (Pan-Euro-Mediterranean) cumulation allows EU materials to be incorporated into Algerian exports and still qualify for preferential treatment.

Association Agreement in force since September 2005
PEM cumulation protocol active — EU inputs don't break origin
📄
EUR.1 Certificate → 0% duty on most industrial goods
🧾
Invoice Declaration → Available for shipments under €6,000
How to get EUR.1: Chamber of Commerce in the exporting country → customs authority stamps → present at Algerian customs. Typically 1–2 business days.
🇩🇿 Algeria → 🇺🇸 USA / Maghreb
No FTA

Trade on MFN Rates — No Preferential Benefits with USA

There is no free trade agreement between Algeria and the United States. Algeria–USA trade runs on MFN (Most-Favored Nation) rates, significantly higher than EU preferential rates. Intra-Maghreb trade (with Morocco, Tunisia, Libya, Mauritania) has limited actionable preferential access.

Rate typeAverageNotes
Overall MFN ~30% On all goods
Agricultural ~30% Food, beverages, tobacco
Non-agricultural ~17% Manufactured goods
Maximum 200%+ Some textiles and footwear
⚠️ No preferential tariff benefits for Algeria–USA trade. Certificate of origin can only be issued as a non-preferential CO, which does not reduce duty rates. Legalization via notary + State Secretary + destination embassy required.
Non-preferential CO — legalization required (4 steps):
  1. Notarize at Algerian notary
  2. Authenticate at Algerian State Secretary
  3. Legalize at US Department of State
  4. Legalize at Algerian Embassy in Washington

Timeline: 3–6 weeks. Use a freight forwarder or Chamber of Commerce to manage.

Every shipment needs these. Missing one means a hold.

TTN / Déclarataire

customs broker requirement

  • All formalities via registered déclarataire (licensed customs broker)
  • Broker must be registered with Douanes Algériennes
  • Most declarations processed within 24–48h
  • Broker handles CNAS licence coordination

10-digit codes — not EU CN, not US HTS.

Algeria uses a 10-digit national extension (SH8djaz) built on the global 6-digit HS system. The national digits define your exact duty rate — wrong classification means overpaying or customs holds.

⚠️ Misclassification risk: Using EU Combined Nomenclature (CN) codes or US HTS codes without the Algeria national extension (SH8djaz) will misclassify your product and miscalculate duties. Always use Algeria's official Douane portal.
